Bekasi City KPAD Chair, Aris Setiawan said the first summons was a form of clarification of the report received by his party from P student's parents, Fitriyasah (45)

"We have already called and clarified, it has been conveyed from the school regarding complaints that came to us," Aris told TribunJakarta.com.

The results of this clarification will continue to be explored.

Aris asserted that there were two statements that were mutually contradicting the alleged bullying that allegedly happened to P. students.

"We will observe the results of clarification, we will deepen again, including with related parties, from parents we will also call again," he stated.

Another step that the KPAD will take in handling this case is to conduct a direct visit to the Al-Azhar Summarecon Islamic Middle School.

"We will only visit when we don't know when because from the school they also need preparation," said Aris.

Broadly speaking, the school denies any suspected bullying by senior P students who are Grade 7 students.

"If there is a report from the reporter (suspected of bullying), but if there is no report from the reporter, there is only a fight,"

"Because what we asked earlier was about the reports we received, a few things later we will ask again to the parents concerned," he stressed.

Meanwhile, the Al-Azhar 31 Islamic Middle School Summarecon Bekasi after fulfilling the call was reluctant to comment.

"So I came here to ask for justice from the KPAD for the treatment my son got, he was the victim of a beating by his senior," Azmi said after making a report in the Bekasi City KPAD.

Azmi explained, this alleged case of bullying was first revealed when her child was reluctant to go to school because she was afraid of being attacked by her senior.

"The last incident on September 26, 2019, my son cried as if he was lazy to go to school, instead he said 'Mother doesn't know that I was beaten'," he said.

From this confession, Azmi went to the school to ask for clarification of what had happened to her child.

He said that the school did not respond to allegations of bullying seriously.

Harian Press. Terhitung hingga September 2018, PT Pertamina Geothermal Energi (PGE) sudah merealisasikan investasi panas bumi mencapai USD221,6 juta. Realisasi investasi tersebut sebesar 80% dari target tahun ini sebesar USD227 juta.

“Mudah-mudahan bisa terealisasi semua, paling tidak di atas 90%. Investasi untuk pengeboran sumur dan pengembangan Pembangkit Listrik Tenaga Panas Bumi,” kata Direktur Utama PGE Ali Mundakir, di Jakarta, Minggu (4/11/2018).

Menurut dia tahun ini sesuai rencana terdapat 99 sumur yang akan dibor oleh PGE. Rata-rata anak usaha PT Pertamina (Persero) di sektor panas bumi ini melakukan pengeboran dengan kedalaman 3.000 meter di bawah permukaan tanah. “Kalau selama ini sumur panas bumi berada di kedalaman 400-500 meter maka kami sedang mengembangkan sumur sedalam 3.000 meter dari permukaan tanah. Ini langkah baru yang dilakukan PGE,” jelasnya.

Sedangkan untuk pengembangan PLTP, PGE sedang menyesaikan PLTP Lumut Balai Unit 1 berkapasitas 1×55 megawatt (MW) di Muara Enim, Sumatera Selatan. Adapun kemajuannya saat ini telah mencapai 99% dari target.

“Rencananya PLTP Lumut Balai Unit 1 paling lambat awal tahun depan sudah beroperasi. Setelah itu nanti disusul PLTP Lumut Balai Unit 2 dengan kapasitas yang sama. RPLTP Lumut Balai Unit 2 diharapkan juga bisa selesai tahun depan,” kata Ali.

Tidak berhenti di situ, PGE juga akan mengembangkan PLTP Lumut Balai Unit 3 dengan kapasitas sama yaitu 1×55 MW. Rencananya PLTP Lumut Balai Unit 3 dapat beroperasi secara komersial (commercial operation date/COD) pada 2022. Sementara PLTP Lumut Balai Unit 4 ditargetkan COD pada 2024.

Saat ini PGE memiliki 12 wilayah kerja panas bumi (WKP) dengan total kapasitas PLTP sebesar 437 MW. Hingga 2019 mendatang, total kapasitas PLTP dari PGE mendekati 900 MW.

Sejak tahun 2017 PGE menggarap tujuh proyek panas bumi, yaitu, Sungai Penuh upstream project 1×55 MW dengan target beroperasi 2020. PLTP Hululais upstream project 2×55 MW dengan target beroperasi 2019 untuk unit 1 dan 2021 PLTP Hululais Unit 2. Kemudian PLTP Ulubelu total project 2×55 MW yang beroperasi 3 Juli 2016 untuk unit 3 dan Juni 2017 untuk unit 4.

“Sementara PLTP Karaha total kapasitas 1×30 MW target COD Juni 2017. Serta Lahendong Unit 5 dan 6 dengan total kapasitas 2x20MW, COD pada 15 September 2016 untuk unit 5 dan 9 Desember 2016 unit 6,” kata dia.

Pihaknya optismistis realisasi investasi panas bumi tahun ini dapat mencapai target walaupun terdapat sejumlah kendala. Adapun kendala tersebut antara lain tertundanya pengembangan dua sumur ‎di WKP Lahendong dan WKP Tompaso, Sulawesi Utara. Penundaan pengeboran karena PGE belum mendapat hasil dari pengeboran sumur sebelumnya.

Ali mengatakan, kendala lainnya, kebutuhan pembangkit PLN dari panas bumi juga berkurang. Selain itu sumur di PLTP Karaha juga mengalami perbaikan.

Sementar itu, Direktur Panas Bumi pada Direktorat Jenderal Energi Baru Terbarukan dan Konservasi Energi Kementerian Energi dan Sumber Daya Mineral (ESDM) Ida Nuryatin Finahari optimistis realisasi investasi panas bumi tahun ini dapat mencapai target yaitu sekitar USD1,2 miliar walaupun terhambat karena penundaan pengeboran sumur oleh sejumlah kontraktor. Dia beralasan target investasi panas bumi akan tercapai karena masih banyak investor ingin menanamkan modalnya di sektor panas bumi.

“Memang ada mundur dari jadwal tapi akhir tahun akan on track untuk panas bumi,” tandasnya.

Kementerian Perindustrian (Kemenperin) terus mendorong lahirnya para wirausaha muda di sektor industri kreatif yang diyakini akan memberikan kontribusi signifikan terhadap perekonomian nasional. Upaya ini juga untuk mengambil peluang dari momentum bonus demografi yang akan dinikmati Indonesia pada 2030.

“Pada tahun 2030 nanti, Indonesia diprediksi mengalami masa bonus demografi, yakni penduduk usia produktif mencapai 64% dari total jumlah penduduk sebesar 297 juta jiwa. Oleh karena itu, perlu dipersiapkan pengusaha-pengusaha muda yang juga siap menghadapi era revolusi industri 4.0,” kata Dirjen Industri Kecil dan Menengah (IKM) Kemenperin, Gati Wibawaningsih di Jakarta, Selasa (23/10/2018).

Industri kreatif di Indonesia mencatatkan kontribusi yang terus meningkat terhadap produk domestik bruto (PDB) dalam tiga tahun terakhir. Pada tahun 2015, sektor ini menyumbang sebesar Rp852 triliun, sedangkan pada 2016 mencapai Rp923 triliun, dan bertambah menjadi Rp990 triliun di 2017. Tahun 2018 diproyeksi tembus hingga Rp1.000 triliun.

Tercatat ada tiga subsektor yang memberikan sumbangsih besar terhadap ekonomi kreatif, yakni industri kuliner sebesar 41,69%, disusul industri fashion sebesar 18,15% dan industri kriya sebesar 15,70%. Dalam upaya pengembangan industri kreatif nasional, Kemenperin memiliki tugas untuk fokus membina subsektor kriya, fesyen, film, animasi dan video, serta aplikasi dan pengembangan permainan.

Dalam rangka menyiapkan pengusaha muda di bidang ekonomi kreatif, Direktorat Jenderal IKM melalui Bali Creative Industry Center (BCIC) melaksanakan program Creative Business Incubator (CBI). Kali ini, program difokuskan pada pemberian pelatihan dan bimbingan untuk wirausaha muda sektor industri kriya dan fashion.

Gati menjelaskan, dalam pelaksanaan CBI tahun 2018, Ditjen IKM Kemenperin menggandeng Business Venturing and Development Institute (BVDI) Prasetya Mulya. Proses rekrutmen dilaksanakan secara terbuka melalui media sosial dan program Creative Talk dengan mengundang pelaku industri kreatif seperti Brodo, Duanyam, Antea Tigra, Ni Luh Djelantik, Angel Investor Network Indonesia (ANGIN) dan perwakilan dari BVDI Prasetya Mulya.

“Pelaku usaha kreatif yang mendaftar program ini sebanyak 425 orang, kemudian dilakukan seleksi untuk mendapatkan 49 orang yang memasuki tahap wawancara baik secara offline ataupun online dan kemudian dipilih sebanyak 26 pengusaha muda terbaik yang mengikuti program ini,” paparnya.
Sebanyak 26 pelaku IKM kreatif pemula yang mengikuti program ini, berasal dari wilayah Jabodetabek, Jawa Timur, Bali, Kalimantan Selatan, dan Sulawesi Selatan. Mereka akan mendapat materi mengenai pengembangan bisnis.

“Tahapan ini cukup krusial mengingat banyak pelaku usaha kreatif pemula yang sudah mampu menjalankan usahanya namun masih mengalami kendala ketika akan meningkatkan kapasitas usahanya,” imbuhnya.

Adapun program ini akan dilaksanakan dalam dua tahap, yakni dilakukan melalui sesi camp di Jakarta mulai tanggal 21 Oktober sampai 15 Desember 2018 dan program pendampingan (coaching) yang bakal digelar pada tahun 2019 selama satu tahun.

Menurut Gati, langkah strategis ini merupakan wujud kolaborasi antara pemerintah, pengusaha dan akademisi dalam perencanaan dan pelaksanaan programnya.

Kanal Utama. PT PLN (Persero) memperoleh kredit sindikasi senilai USD1,62 miliar dari 20 bank internasional yang penandatanganan perjanjian fasilitas pinjamannya (Syndicated Loan Facilities) dilakukan pada 25 Oktober lalu. Pinjaman melalui sindikasi internasional yang merupakan debut perdana PLN ini menuai sukses, ditandai dengan kelebihan penawaran (oversubscribe) dalam proses sindikasi tersebut.

“Ini adalah fasilitas offshore sindikasi USD pertama kalinya untuk PLN dan merupakan tonggak sejarah baru bagi perusahaan, sebagai bukti bahwa perusahaan memiliki diversifikasi sumber-sumber pendanaan yang beragam,” ungkap Direktur Keuangan PLN Sarwono Sudarto dalam siaran pers yang diterima, Minggu (4/11/2018).

Proses sindikasi pinjaman yang direspons dengan sangat baik oleh pasar keuangan dengan harga yang sangat kompetitif di tengah situasi pasar sedang bergejolak seperti saat ini menurutnya memberikan sinyal bahwa pasar keuangan internasional sangat mempercayai profil kredit PLN.

“Tim PLN dan  MLABs, dikoordinasi oleh SMBC, bekerja keras untuk memastikan pelaksanaan transaksi ini sehingga berjalan tanpa hambatan dan kami sangat senang dengan dukungan yang diberikan oleh semua bank yang berpartisipasi. Kami percaya ini adalah bukti kuat bahwa profil kredit  PLN dan Indonesia sangat baik ,” imbuh Sarwono.

Fasilitas pinjaman ini terdiri dari fasilitas pinjaman berjangka (Term Loan Facility) senilai USD1,32 miliar dengan tenor lima tahun dan Revolving Credit Facility senilai USD300 juta dengan tenor 3 tahun. Total fasilitas pinjaman sebesar USD1,62 miliar ini meningkat dari jumlah komitmen awal pihak bank sebesar USD1,5 miliar, sebagai hasil dari proses sindikasi yang sangat sukses.

Adapun fasilitas pinjaman ini mendapat lebih dari USD2 miliar komitmen, sehingga PLN berhasil mengeksekusi  opsi green-shoe (tambahan atau upsize dari komitmen awal) sehingga meningkatkan jumlah fasilitas menjadi USD1,62 miliar.

Proses sindikasi untuk transaksi ini diluncurkan pada tanggal 3 Juli 2018, ditandai dengan roadshow ke beberapa bank di Singapura dan Tokyo. Pada 8 Juni 2018, PLN menunjuk beberapa bank internasional  yang terdiri dari Australia And New Zealand Banking Group Limited (ANZ), Bank of China (Hong Kong) Limited (BOC), Citigroup Global Markets Singapore Pte. Ltd, Mizuho Bank, Ltd., Oversea-Chinese Banking Corporation Limited (OCBC), Sumitomo Mitsui Banking Corporation Singapore Branch (SMBC)/PT Bank Sumitomo Mitsui Indonesia (SMBCI) , dan United Overseas Bank Limited (UOB) sebagai Mandated Lead Arranger & Bookrunners (MLABs).

Sebagai perusahaan besar di Indonesia, PLN sudah memiliki peringkat utang (credit rating) internasional yaitu Baa2 (Moody’s), BBB (Fitch Ratings), dan BBB- (Standard & Poor’s) dimana peringkat tersebut sama dengan peringkat utang pemerintah Indonesia.  “Peringkat PLN yang sudah layak investasi (investment grade) tersebut memberikan bukti bahwa PLN semakin dipercaya oleh pasar keuangan dalam mengelola kewajiban-kewajibannya,” tandas Sarwono.

Pojok Nasional. Pengelolaan Pelabuhan Marunda butuh solusi yang adil untuk semua pihak. Mantan Gubernur DKI Jakarta Sutiyoso berpendapat bahwa setiap kebijakan yang diambil pemerintah meski telah berganti, harus tetap bertujuan menguntungkan semua pihak. Dia juga mengaku masih harus melacak perjanjian yang terjadi pada 2004 tersebut.

Menurutnya setiap masa kepemimpinan terdapat situasi dan kondisi berbeda, yang mengharuskan pejabat merevisi kebijakan, dan juga meninjau kepentingan semua pihak. “Seharusnya sengketa diselesaikan secara win win solution, jangan ada yang merasa dirugikan,” ujarnya di Jakarta, Rabu (24/10).

Adapun sengketa antara PT Kawasan Berikat Nusantara dan PT Karya Citra Nusantara, bermula dari izin kerja sama yang ditandatangani Laksamana Sukardi dan Sutiyoso saat menjabat pada 2004. PT Kawasan Berikat Nusantara merupakan perseroan yang dimiliki bersama antara Kementerian BUMN dan Gubernur DKI Jakarta. Terkini, PT Kawasan Berikat Nusantara terlibat sengketa investasi pengembangan Pelabuhan Marunda dengan mitra swasta PT Karya Tekhnik Utama.

Laksamana Sukardi dan Sutiyoso merupakan dua pejabat yang menandatangani izin dan perjanjian kerja sama antara PT Kawasan Berikat Nusantara dan PT Karya Tekhnik Utama pada 2004. Mereka saat itu menjabat Menteri BUMN dan Gubernur DKI Jakarta.

Laksamana Sukardi mengaku harus kembali membuka dokumen lama terkait sengketa tersebut.
“Saya harus lihat lagi perjanjian itu, pasti ada prosesnya itu,” ujarnya hari ini di Jakarta. Menurutnya, pengembangan kawasan pelabuhan yang dikerjasamakan lebih dari satu dekade itu kini telah berkembang. “Asetnya sudah semakin mahal,” tuturnya
Optimalisasi Pelabuhan Marunda terhambat lantaran ego sektoral yang memicu sengketa hukum. Gugatan yang terjadi berdampak mengganggu produktivitas yang seharusnya dijalankan dari pelabuhan tersebut. Pengelolaan Pelabuhan Marunda sebagai pendukung Pelabuhan Tanjung Priok akan semakin berat.

Saat ini, PT Kawasan Berikat Nusantara (KBN) terlibat sengketa investasi pengembangan Pelabuhan Marunda dengan mitra swasta yaitu PT Karya Tekhnik Utama. KBN adalah perusahaan yang dimiliki bersama antara Kementerian BUMN dan Gubernur DKI Jakarta.

KBN melayangkan gugatan perdata kepada KCN, Kementerian Perhubungan, dan KTU. Putusan PN Jakarta Utara memenangkan gugatan, yang membatalkan konsesi pelabuhan serta klaim seluruh aset KCN oleh KBN.

Pada 2004, PT Kawasan Berikat Nusantara (KBN) mengiklankan tender, di mana PT Karya Teknik Utama (KTU) mendaftar dan mengikuti proses tersebut. Surat perjanjian kerja sama KBN dan KTU pun disusun oleh pemegang saham perseroan, yakni Kementerian BUMN.

Sementara pembentukan anak usaha, PT Karya Citra Nusantara (KCN), mendapatkan restu dari Menteri BUMN melalui surat No.S-528/MBU/2004 tentang izin anak perusahaan bidang Kepelabuhanan pada lahan C-1. Pada poin 2A surat dari Menteri BUMN pada waktu itu, Laksamana Sukardi dinyatakan besarnya saham KBN pada JVC tetap 15%. Walaupun pihak KTU melakukan penambahan investasi pada anak perusahaan.
